I am not an economist nor do I know about the financial system regarding why and when to change money. I know every backward country's self nominated dictators do change the old money note, like when a lion heirs lioness with cubs, kill all the cubs that belongs to previous lion. I think Gobana and his co, aims to weaken the TPLF company's Gobana assumes a source of financial resources, and more importantly money that was stashed in the foreign Banks by previous gov officials.
