Tuko Tayari campaign is aimed at imparting the youth with skills, which will make them productive in the economy in line with the President’s Big Four Agenda.

The Big Four Action Plan includes manufacturing, food security, affordable housing and universal healthcare for all. The National Youth Service has been tasked with the implementation of this plan using the skills that the youth acquire from the institution.

ParamilitaryTraining

NYS recruitment is carried out twice a year. It exposes N.Y.S. trainees to strict discipline, dedication, perseverance, persistence, courage and commitment to higher ideals.

The training also provides a platform to instill national cohesion and patriotism. The training culminates into a colorful and joyous pass out parade which is presided by His Excellency and Commander In Chief of the Armed Forces, Republic of Kenya

2014- 2016 – Yearly intake of 21,8702017 – Yearly intake of 30,0002018 – One intake of 16,000Total 67,092 youth recruited into NYS

Pass Out

52,524 have passed out and transitioned to offer national building services and vocational training15,461 passed out in February 16th 2018 to transit to national service16,000 youth to be recruited in March 2018.

Tigray should learn from Kenya and provide national military and social service for youth after they finish high school. I am not sure if Ethiopia can do as it is unstable. The Tigray National Social and Military Service would take about 18 months like in Germany. in this 18 months the youth learns basic military service and also general basic skills in construction, wood and mental work, water supply services etc.

The youth could provide wells and water supply systems in all villages and towns. They could build schools and homes where needed. They really do not cost much. Supplies and uniforms for 18 months are cheaper than getting a private company work for the community which are expensive.

Most important is disciplining the youth and preparing them for serious work as investors, soldiers, health workers etc This is the quickest way for Tigray to get modernized.

Service &Youth Resocialization


The Youth Empowerment Programme (YEP) program is a development constituency based initiative whose purpose is to catalyze youth empowerment for enhanced youth participation in National Development to create formidable youth economy. It aims to;

Provide gainful employment to unemployed community youthSupport the re-socialization of community youthFoster a sense of responsibility amongst the youthSupport the youth to engage in economic activities through savings and training

Activities

Phase I : Empowerment – start of projects, the formation of Saving Schemes and cooperatives training

Phase II :Awakening Phase – work from morning  to lunch hour then attend entrepreneurship and life skills training for Social Transformation .

Saving Schemes

900 Community Youth shall form 60 Saving Schemes of 15 Youth each. These Schemes will immediately engage in table banking activities from their first wages payment.

Discipline

Cohorts and the NYS officers will be in the designated working dress while at work.

The chain of command is from the squad youth leader, elder, ward commander and sector commander and regional commander then to DNS.

Progress to date

National Coverage of the YEP: Since the initiation of the YEP it has reached community youth in 253 of the total 290 constituencies in Kenya. This represents a remarkable 87.2% coverage of the country.

Training and Social Transformation

Servicemen and women join Vocational Training and Social Transformation upon completing the National Service and Social Transformation. Vocational training courses are offered at the NYS schools and at the Technical, Vocational Training Institutes (TVET) under the Ministry of Education. The social transformation aspect focuses on inculcation of civic competence and specialized skills which is offered to servicemen/ women and community youth under the youth empowerment program

a) The duration of diploma courses is 3 years

b) The duration of craft courses is 2 years

c) The duration of artisan courses is 2 years except plant operation which takes 6 months

d) Driving takes 6 months although there is a proposal to reduce this to 3 months

Youth Economy

Enterprise and Youth Economy pillar encourages the youth to venture into self-employment and establishment of enterprises that create jobs for their peers by instituting revolving funds, registering SACCO’s and Self Employment Promotion Units and encouraging a savings culture among Community youth.

– 688 SACCOs with a total of Kshs. 3.4 billion
– The SACCOs are at different development stages of operationalization and the process is ongoing
– Kshs. 2.1 billion currently in circulation in the youth managed SACCOs for small scale businesses
– 6,980 SACCO leaders/managers trained
– 177,534 youth trained on SACCO development and participation
– 1,073 small businesses mapped (Examples can be provided)

Bankable Institution Architecture

Bankable Institutional Architecture speak to internal restructuring of the service to enable it to deliver on the 5-point vision sustainably. To ensure sustainability focus has shifted to commercialization of NYS activities such as agribusiness, garment making and engineering technology. Beyond sustainability the activities aim at contributing to the Big Four Agenda being articulated by the government.

Restructuring of NYS and Capacity Building

Development and Strengthening of Systems, Project and Financial Management agency, Internal Human resource capacity development ,Buy Kenya Build Kenya.

Commercialization of NYS activities

Textile and Garment Making Factory – commissioned by H.E Uhuru Kenyatta in January 2018, Has 13 stitching lines with a capacity of 2,422 pieces per of uniform per day, 200,000 NYS uniforms produced thus so far all uniform is internally produced, 100,000 pairs of beddings produced, Kenya Defense Forces Order of 20,000 pieces

We have Water Bottling Plant in Turbo to be operationalized in March after final inspection by the relevant authorities, Solar Park in conjunction with Belgian Firm to be installed in Kirimun Field station for power generation and livestock agribusiness, Commercialization of all arable farms – plans for Yatta Complex – Ndalani Grape Farm, Lambwe Valley ongoing. Plans for production of rice, maize and cotton in Tana Delta and Galana ongoing.
