Correct mathematically allocation of seats in Tigray parliament for the five parties as follows:

Post by Halafi Mengedi » 12 Sep 2020, 15:31

I hope Tigray election commission led by Memhir Muluwerk to use below world wide recognized CPA allocation of Apportioning method to allot the remaining 38 seats among the four parties per their number of votes.

Woyane the clear winner of the 152 seats in the parliament

Baitona 17 seats
Independent Tigray 15
Salsay Woyane 6
Asimba 0

Calculation per CPA Apportioning method for 38 seats:

Baitona total votes 20,839
Independent total votes 18,479
Salsay Woyane total votes 7,136
Asimba total votes 774

The sum of four parties votes is 47,228

Baitona percentage and seats 20839/47228=44.12% x38 = 16.766 = 17 seats

Independent Tigray (18479/47228=39.12% x38= 14.866 = 15 seats

Salsay Woyane (7136/47228=15.10% x38 = 5.738 = 6 seats

Asimba party (774/47228=0.016% x38 =0.62 = 0 seat

But in Mixed Parallel Election System things do not work that way. In this system ADP has to get seats unless no person voted for it. 700 people voting for it is a big thing in mixed parallel so it has to get some seats in the parliament. Also, Baitona got more votes than TIP, so it has to get more seats than TIP or there will be dispute.

ps, sorry about what I said on Baitona versus TIP, I misread/reversed the numbers you put for both parties.

pps,
I hope the commission gives ADP one seat, Salsay should get only 5 seats(and they do not even deserve that much because their chairman is the worst person in Tigray politics today and he does not sound nor look like Tigraway-- yifenqilo wediza finqul getsab hibey.... he is the first who used the word fenqil before meshrefet and wedimedhin publicly used it to organize bandas like yemane nigus in addis).

This is not charity or favoritism or bad or good politician but accurate allocation of seats the big three CPA use world wide, if this was distribution for dividend you invested that is how they will allocate profit to the four investors, if the profit is $38 among the four and their initial investment was the vote they got. But in this case the rounding will be eliminated and Asemba would have gotten $0.62 cents, no more no less.

If population proportional allocation of seats work, why would TPLF bagged 100 % of the votes and all the seats during the Meles Zenawi's sham election? Is it an after the fact triage of TPLF's dumbness after faking even the fake election in Tigray province? Had this been the case, many opposition party members in all the previous fake election would have gotten some seats. But, I am certain on one thing TPLF will be unseated and all the scams accompanying it to its evil throne will be trashed. Waste of money and time of the poor Tigre framers - vote to be tossed through the window just like its dedebit constitution used by many households for toilet paper.

No negotiation, the allocation world class standard formula and no one has the right to take votes and give it to someone else because the voter voted for specific candidate and their vote should not be assigned for another for any kind of reason.
