The goals behind the fresh talks between Somalia and Somaliland

June 23, 2020 at 3:29 pm | Published in: Africa, Article, Opinion, Somalia, Somaliland

When the Foreign Minister of Somaliland, Yasin Faratoon, mentioned the first official meeting between Somali President Mohamed Abdullahi Farmaajo and his Somaliland counterpart Muse Bihi Abdi in February, there was speculation about its purpose. Organised originally through the mediation of Ethiopian Prime Minister Abiy Ahmed in Addis Ababa, we were then surprised by another conference held a few days ago in Djibouti. What are the reasons for these discussions?

The importance of having fresh talks between the two Somalias is agreed by everyone in the West, given that it is not in its best interest for Somalia to be split into North and South. Such a split could lead to Russia or China seizing the opportunity to support one side against the other. This is what Russia has done in Libya for the sake of oil, helping Khalifa Haftar’s forces with weapons and mercenaries and thus making itself a significant party in Libyan politics. For the West, it is time for Somalia to be united as a single state in order to reach major petroleum deals and continue to exercise its influence in this strategically-important area.

The evidence for this is that America was determined for the Djibouti conference to be a success. It was included in the technical consultative committees formed by the two parties to follow up on negotiations and reach a sustainable solution. All of the so-called international partners of Somalia signed a statement which was published by Britain a few days ago, supporting and encouraging these committees, most of which were comprised of representatives of European countries as well as the US.

As one of the most important offshore oil areas off East Africa, there is interest in Somalia from major oil and gas companies. The Somali government has launched its first promotional round to grant exploration licences in seven offshore zones. However, Somalia cannot sell oil on the international market while it remains divided, so it is in its best interests to open constructive negotiations and solve the problems that have been festering for three decades.

The International Monetary Fund and the World Bank, meanwhile, have agreed to reduce the debt burdening Somalia from $5.2 billion to about $557 million. Somalia is also being given new funding over three years amounting to $395 million. This is conditional upon Somalia starting fresh talks with Somaliland.

Although the four-day conference stumbled on a sensitive clause from Somaliland’s independence related to the ability to move freely between the two parts of the territory, to save face the Foreign Minister of Djibouti, Mahmoud Ali Youssef, intervened to sign four conciliatory documents. The most important of these was to continue negotiations and form other technical committees to bring views closer.

The world welcomed these fresh talks for its own sake, while the Arab League welcomed the move through its Secretary General, Ahmed Aboul Gheit, albeit belatedly. However, those who felt the most joy at the resumption of the negotiations were the Somali people who have suffered from the division. Hopefully, these talks will be a successful new beginning and will bear harmonious fruits for both parties in the near future.

It's really all about natural resources and Oil is one of the reasons hundreds of western nation warships are permanently stationed in Somali seas, Somalia has large proven light oil and gas reserves which is easily accessible all along its coastline and therefore Somalia cannot be divided into two countries!!

Somalia has a grey future I am almost at the point giving up on her. it will at least take another century for it to be united strong and to be able destroy its enemies.

It all depends on how things develop in Somalia and among Somalis. If chance is given to a competent nationalist leader who can transcend clan politics and corruption, it would take less than four years for Somalia to bury all its accumulated past demons and parade an exemplary bright future - and we've got a great many Somalis out there who possess skills that match the aforementioned person specification.

But if the usual fraudulent and corrupt incompetents continue to replace each other and all that changes is just faces, as it has been the case for the past 30 years, then, things might take an eternity, I am afraid.

However, I hope that crude oil will not be drilled in Somalia while the country is still dragging in the current prolonged chaos, as this would only exacerbate the current situation and add Somalia to the list of those countries that are called "resource-cursed countries."

First you need a way to fight alshabaab who is going to fight alshabaab. I always wonderd why was there never talks with alshabaab. I dont think there will be some one better then Muhammed farmaajo at least he is competent and honest. But you see his shortcomings in the political arena. As for Somaliland I don't see any one in Somalia that interested in bringing them back. They will most likely be their break away republic unrecognised and the South will continue fighting alshabaab. There is no break through to be honest. Unless as you say and I agree you have nationalistic group of people. Who are determined to rebuild the Somali state in its former glory with fresh ideas for a better future. But aslong as we see hassan sheikh Mahamoud and sheikh sharif as possible opposition I get depressed indeed.

Your woyane opinion is irrelevant because it's so obvious you are against a united and strong Somalia, so stick to what you know and do best which is to reconcile the two Tigrigna speakers & build a wider habesha state full of low IQ parasite people.

OP, yes, Somalia has a future as an indivisible nation. I don't have a skin in the game except a small sliver at the very north.

Also, this so called Dr. Zakovic is an impostor from the Idoor clan. I asked him very basic questions about the clan he claims (Issa, specifically Mamassan) and he failed miserably. His lack of knowledge of his purported clan is shocking.

Issa owns the majority of the awdal region we have a stake in Somalia. And as dir we are even more powerful as a clan. But I don't mind the clan affiliation the reason is . The Somali name is much more important for me.

Abysiniya lady nothing wrong with tigrayans uniting why would I be against tigray and their independence. As long as they give us our independence in the Somali region.

Why do you need to drag Eritreans into your squabble, you cùnt?

FYI, dumb-ars, Eritrea is for a united Somalia and has worked for it to the point of being unfairly sanctioned for years.

Sanctions on Eritrea

October 31, 2015

https://www.cohenonafrica.com/homepage/ ... on-eritrea

The United Nations Security Council has decided to continue sanctions against Eritrea for another year. This decision has no basis in fact. It was taken because certain persons in the highest levels of the United States Government have mean spirited grievances against Eritrean President Isayas Afwerki. All accusations against Eritrea regarding alleged assistance to the Islamist terrorist group al-Shebab in Somalia have never been substantiated. All experts on Somalia now agree that for the past three years, there have not even been rumors about such assistance. This is pure bullying.

Alliance for the Re-liberation of Somalia

The Alliance for the Re-liberation of Somalia (ARS) (Arabic: التحالف لإعادة تحرير الصومال‎) was a Somali political party. A successor to the Islamic Courts Union, it was launched in September 2007.

History of the ARS

Members of the Islamic Courts Union and Somali opposition leaders united to form a political party. Roughly 400 delegates, including former Islamic Courts Union, ICU Executive chairman Sharif Sheikh Ahmed, former TFG Speaker of Parliament Sharif Hassan Sheikh Aden, and the former TFG Deputy Prime Minister Hussein Mohamed Farrah, approved a constitution and committee. A 191-member Central Committee was chaired by Sharif Hassan Sheikh Aden. Hassan Dahir Aweys explicitly stated he did not hold any formal position in the Alliance. Reporters at the Somali Congress for Liberation and Reconstitution in Asmara, the capital of Eritrea said the alliance would be unlikely to be Islamist-led as the opposition would be hoping to draw on the broad political support and fundraising opportunities of the Somali diaspora.

Zmeselo,

She has never called herself a Somali. And anyway, she's not Somali at all, and this is a fact and not my guess. Hope this helps.
