Humanitarian aid to Eritrea has been a hot topic in international relations and human rights networks for nearly as long as the country’s existence. Following independence from Ethiopia in 1991, President Isaias Afwerki, the founder of Eritrea’s only political party, the People’s Front for Democracy and Justice, commenced a policy of radical self-sufficiency (i.e. little acceptance of foreign aid).

The idea behind his policy of non-acceptance is hinged on the accusation that foreign aid is inherently corrupt and intended to subjugate its recipients. Although this presumption may not be totally false, it is at the very least ironic given that the country’s government is one of the most oppressive and corrupt regimes in modern history.

In its current state, Eritrea is facing a serious threat to national security and well-being with the U.N. estimating that 5,000 Eritreans are fleeing the country each month. Considering these estimates, President Afwerki would do well to question whether or not his policy of non-acceptance is even sustainable.

The reason behind this mass migration has much to do with a fledgling agricultural sector, the product of an idealized self-reliance. Since nearly all humanitarian aid to Eritrea has been refused by the country’s leading officials, the state has experienced an overall rise in poverty and an intense degradation of trust between civil society and government.

The result has led to multiple citations by the U.N. for human rights abuses and fueled continuous civil strife and dissent within the country, causing many foreign watch-dogs to wonder how long it will be before Eritrea is once again embroiled in war. International accusations of negligence against the Eritrean government, however, has prompted some reassessment by Afwerki and led to his acceptance of an allotted 200 million euros from the European Development Fund over the course of four years (2016-2020).

The aid has been slotted to go toward the development of the energy sector with a focus on the improvement of agricultural infrastructure. Additionally, E.U. aid is conditioned upon the implementation of certain recommendations by the U.N. which aim to reduce the occurrence of government perpetrated human rights abuses.

Though the aid that is accepted by Afwerki is small, the impacts are already noticeable. One such example is an E.U. funded project that has distributed solar energy to rural regions of Eritrea. The success of humanitarian aid to Eritrea offers hope that the country might still have the ability to pull itself out of impoverishment.

The majority of EU development funding to Eritrea is financed by the European Development Fund with the objective of promoting activities for the direct benefit of the population with tangible results, such as the creation of job opportunities and the improvement of living conditions in the country.

The cycle of 2016-2020 amounts to €200 million. It will focus on energy and governance. An improved energy sector should help to improve access to social services, offer better opportunities for economic development and support the development of agriculture. Governance actions focus on one hand on economic governance and on the other hand the implementation of agreed recommendations of the UN Universal periodic reviews(link is external).

Under the previous cycle of funding from 2009-2013, the EU dedicated €53.7 million to programmes in Eritrea, targeting mainly the focal sector of food security and rural development. One particular project of €40 million euros focused on agriculture with an emphasis on energy, to develop irrigated agriculture and reinforce food security. For instance, as shown in the picture above, where better access to energy is helping to support a milk cooling station, milk quality is improved with a limited risk of diseases, and it can be kept fresh for longer. This creates an impact on food security as well as the quality of nutrition.

Furthermore, Eritrea can be the beneficiary of actions under the EU Emergency Trust Fund for Africa, in particular related to the improvement of economic opportunities for youth through training and employment generation, as well as support for migration management.

Additional support to Eritrea is channelled through other EU initiatives, in particular the European Instrument for Democracy and Human Rights and Energy Facility(link is external). For example, an 8 million euros solar energy programme will support the creation of mini grids, providing electricity in remote areas and therefore supporting the development of social services and economic activities.

Solar powered water project inaugurated
Asmara, 07 October 2019 – Solar powered potable water project worth over 3 million Nakfa was inaugurated yesterday, 6 October in Weki-Duba, Central region.

The project includes a solar power able to drill 30 barrels of water per hour, a reservoir, as well as pipelines and 4 water distribution stations.

At the inauguration ceremony, it was indicated that there has been acute water crisis in Weki-Duba and that with putting in place the new solar powered water project, the problem has been alleviated.

Speaking at the event, Mr. Tesfu Fesshatsion, administrator of Berik sub zone noting the significance of clean water in the health and socio economic lives of nationals called on the public to properly use the project and follow-up of its sustainability.

Commending residents of Weki-Duba form their contribution, Mr. Zeriet Teweldeberhan, managing director in the Central region on his part called on residents to strengthen participation in the effort to redress the environment with a view to enrich the water source of the project.

The beneficiaries on their part commending the Government and partners for realizing the project expressed readiness to properly use the water project put in place in their area.
Weki-Duba is home to 3 thousand residents.

Shabait Wrote that the "Government "provided" the equipment etc", neither the Idea or Funding to introduce dairy equipment nor anything related to this project was due to the Government of the Clown and his Monkey-ministers...

Dairy farmers in Mendefera and its environs express resolve to boost milk production
Mendefera, 9 September 2012- In a meeting they conducted on September 4, dairy farmers in Mendefera and its environs expressed that they would play due role to satisfy market demand through boosting milk production.
In a speech he conducted, Mr. Tekeste, chairperson of the association, said that the program to motivate every farmer to cultivate green animal feed had a big role in boosting milk production and that the association is cultivating green animal feed on more than 100 hectares of land in Hazemo, Tera-Emni, Adi-Ada and in Sheka-Wedibsirat.

Mr. Asefaw Eyasu, head of Ministry of Agriculture branch in the sub-zone, indicated that the Government has finalized preparation to provide the association with milk processing factory and a refrigerator with capacity of holding 5 thousand liters of milk in recognition of the efforts the association is exerting.

Dr. Okbazgi Kifle, head of animal resources in the region, indicated that the Mendefera and its environs Dairy Farming Association that has been establish 17 years ago with 50 members, currently has 1327 members and that from 4683 milk cows is supplying to the market daily 5 thousand liters of milk.

Mr. Osman Arafa, representative of Mendefera sub-zone administrator, explained that the association is exemplary at a national level and that the sub-zone would contribute the level of its capacity to ensure that the association plays due role in the endeavors to ensure food security.

After 40 million Euros were given to "Government of the Clown and his Monkey-Ministers"...all they could give for the dairy industry is ONE REFRIGERATOR! HAHAHAHAHA

where did all the rest of money go ? How many Chinese Bank accounts is that money sitting in...
