In order for peace to return to that country, the "King" Abiy gov should :-
1/ Shut down all the private medias until election day
2/ In order to solve the long standing animosities between Oromo and Neftegnas, set up a committee of 5-10 non Amhara and Non Oromo men/women, who are educated and know the history of that country. These people should not be biased and must be neutral and should conduct a survey, gather information and research as far back as they can get regarding historical accounts of these two ethnics. Time limit 2-3 months. These people bring the summary to known elders, elites, representative of their respective party leaders in the presence of "King"Abiy as a moderator to discuss on the info these researchers gathered and pick the root cause of the problem. Discuss how that problem could be solved. Be it by give and take, forgiveness , etc.
3/ Don't even attempt to use force anymore like the Woyane rat era. If you use force, you might calm down things for the moment, but in the long run you will end up like any previous "Kings".
4/ Mr "King", the current reform you are talking is just a lie. Communities from top to the lowest local levels are crying, because of poor gov office services. Bribes is more common than during the TPLF era. So, let the people elect their favorite service men. Give people the chance to elect their local leaders.
5/ If the above measures taken you would at least get good sleep, Mr. "King"! I assure you!
