In the case of foreign aid per capita, Rwanda's aid per capita is US$100 against Burundi at US$39; Kenya, US$50; Tanzania, US$45; and Uganda with an aid per capita of US$47. Foreign aid as a percentage of central government expenditure in Rwanda stands at 70.9%.
Kagame’s central government expenditure is financed by foreign aid to the tune of 70.9%. Rwanda is among the top three most aiddependent countries in the world and the topmost aid-recipient state in East Africa. Kagame’s 2016 call for deadline to end aid addiction was empty rhetoric.
Taking GDP as an indicator is misleading, as you can put Aid Money into the calculation. What would the outcome be, if Aid money is not available anymore?
Kagame’s Rwanda is Banana Republic per excellence. Rwandan taxpayers are mostly small and micro businesses. Shockingly, of 172,988 Rwandan taxpayers, only 1,225 or 0.7% have more than US$22,159 in annual gross revenue. Little wonder then that 70.9% of Kagame’s central government expenditure comes from foreign donations.
The dominant political party, the Rwandan Patriotic Front (RPF), does more than help business: it runs its very own conglomerate. Crystal Ventures, the RPF’s holding company, has investments in everything from furniture to finance. It owns the country’s biggest milk processor, its finest coffee shops and some of its priciest real estate. Its contractors are building Kigali’s roads. There are several firms offering security services in Rwanda but the guards from ISCO, part of Crystal Ventures, are the only ones who tote guns. The company is reckoned to have some $500m of assets.

Twice every year UNICEF Eritrea flies in a large consignment of vaccines to help Eritrea maintain immunization coverage for its children, one of the highest in the Eastern and Southern Africa region.
...UNICEF’s support through donor funding for procurement, delivery and distribution of vaccines, cold chain equipment and training and supervision of health personnel and other service providers, has been critical to ensuring success. The main donors for the immunization campaign are GAVI, and the Government of Japan for the cold chain systems. UNICEF also supports provision of solar powered fridges to ensure cold-chain systems in remote areas of Eritrea.
“We are thankful for the unwavering support of our donors and partners to strengthen not just the immunization systems in the country progressively but to ensure we continue to immunize every child as part of quality primary healthcare,” said Ms. Nilofer.

MTN Rwanda has announced the launch of its "We're Good Together" initiative, derived from the MTN Global Campaign launched earlier in October in South Africa. It aims to demonstrate that MTN has changed lives by improving digital access, driving financial inclusion, empowering and enabling SMEs, and creating jobs and broad community development.
MTN seeks to tell relate that doing good business extends far beyond corporate social investment initiatives. Over the last 21 years, MTN Rwanda has built high-speed networks covering 3.8 million people, created jobs for over 31,000 people and through MTN Mobile Money, connected 2.5 million people to the benefits of easy, cost-effective mobile financial services across the country. MTN Rwanda has also enabled access to education through its ICT-School Connect Projects with the goal of promoting and enabling digital teaching and learning.
What Are The Duties Of Rwanda’s Third Senate?

It was an evening of excitement, with everyone thanking the head of State for the trust placed in them.
Twenty senators were sworn in yesterday, to join the six who still have a couple of months more to serve as legislators and after that, they will be replaced in accordance with the constitution.
Unlike the previous two senate, the elected and appointed Senators of the third senate will serve a five (5) year term, renewable once.
However, Senators who are former Heads of the State are not subject to term limits, but there is no such member in the current senate.
The 26 members will all serve their term of office without any hindrance but the constitution provides for circumstances that may lead to vacation of office including; resignation, death, removal from office by a Court decision; or a permanent impediment to fulfill his or her responsibilities.
The senate has the power to vote for revision or amendment of the Constitution, organic laws and laws approving international treaties and agreements on armistice, peace, accession to international organisations, modification of national laws, or those approving international treaties.
The senate is also competent to vote for agreements relating to the status of persons; International law, International organizations, Treaty ratification and even laws on defense and national security.
However, the senate does not work alone, rather, it votes these draft laws after they are transmitted by the speaker of Chamber of Deputies to the President of the Senate.
The Senate can still initiate and amend laws.
After receiving their oath on Thursday, President Paul Kagame reminded the senators that their responsibility is not just to “vote YES or NO to the laws on their table but to assure that Rwandans have what they need and deserve through their good work.”
Senators also have power to approve government officials including the President, the vice President and the Judges of the Supreme Court and high court, the prosecutor general and his deputy, the government commissions’ chairpersons and commissioners, and representatives of international organizations.
Meanwhile, the third senate elected Doctor Augustin Iyamuremye, a seasoned politician who served the government under the second republic and the current government of unity and reconciliation.
The veterinary doctor by training who studied in the francophone system in Belgium, Iyamuremye 73, is however well knowlegeable of Rwandan politics.
“Our warmest congratulations to the newly elected president of the Rwanda Senate, Honorable Iyamuremye Augustin. PSD – RW wishes him success in all his future endeavors,” reads a tweet from Parti Socialiste Democrate(PSD) from where Iyamuremye hails.
He is replacing Bernard Makuza who does not have any political officially, does not have any political affiliation in Rwanda.
His deputies are two women who have also served he country in top pisitions including Alivera Mukabaramba who is fresh from the Ministry of Local government where she served as Minister of State in charge of social affairs.
Mukabaramba is the chairperson of Partie Socialiste et Concorde and she vied for presidency in 2003 and 2010 elections.
Esperance Nyirasafari, former Minister of sports and culture also joined the team of the senate leaders.
The third senate includes men and women with great experience that range from agriculture, finance, research, education to mention but a few.

Electric vehicles will debut in Rwanda today through a partnership between Volkswagen and Siemens under a pilot project.
The vehicles, to be launched in the presence of Prime Minister Edouard Ngirente, are dubbed e-Golf. Rwanda is the first African country where Volkswagen is testing electric cars.
Today’s launch will see four of the cars unveiled on the local market with one charging station at the Volkswagen facility at the Special Economic Zone.
Officials at the firm say that more cars will join the market in the coming months to bring the number to about 20 cars and 15 charging stations across the city.
Siemens role in the partnership involves setting up charging stations.
Michaella Rugwizangoga, the Chief Executive Officer of Volkswagen’s operations in Rwanda, said the cars are fully electric, not hybrid.
Prior to today’s launch, Siemens, alongside the City of Kigali and Rwanda Energy Group, conducted an assessment of the city’s grid to establish whether it can support innovation.
They said that the findings showed that the city’s grid was adequate to support the charging stations at the launch and consequent phases of the pilot project.
In June this year, Rwanda Energy Group said that there not adequate demand for energy in Rwandacompared to production capacity and called for firms to consume more energy.
The pilot project will involve data collection and analysis on aspects such as performance of the electric cars, reception by consumers, consumer trends and suitable conditions for the cars.
Nadege Gaju, the Head of Sales and Marketing, said that it’s this data that will inform the consequent rollout of the project’s other phases.
The electric vehicles will be added to the firm’s fleet to operate under its Mobility Solutions initiative where activities include ride-hailing, corporate car sharing and rentals.
They will not be sold into the market at the moment and will be under the custody of Volkswagen Rwanda during the pilot project.
Rugwizangoga said that the pilot project is also part of the Volkwagen’s global ambitions of phasing out the combustion engines in the next decade as the firm seeks greener ambitions.
About the Car
The electronic car will be of the Volkswagen Golf Model. They are however not assembled in Rwanda but are produced in Germany and imported.
A fully charged car officials say can cover up to 230 Kilometres in ideal conditions. However, the distance is subject to conditions such as altitude, terrain and gradient among other factors.
Rugwizangoga said that the firm is currently training drivers and technicians on the driving and maintenance of the electric cars.
Volkswagen entered the Rwandan market in June 2018 to assemble and also introduce a mobility solution.
During the launch of the facility in 2018, the firm said that they had the capacity to produce up to 1000 cars annually under the models (Passat, Polo, Amarok and Terramont)
It was expected to produce 90 cars by March this year.
Company executives were tight-lipped on the number of cars produced so far as well as the sales into the local market citing confidentially.
Volkswagen Rwanda’s model involves Semi Knocked Down kits during assembly.
A semi-knocked-down kit is whereby partially assembled parts and shipped in and then all put together for sale to customers.
The components of the cars are shipped from various markets such as South Africa, the US and Argentina.
They, however, disclosed that the Terramont model has the highest demand in the Rwandan market.
The ride-hailing app Move operated by the firm reported 250 drivers, 60,000 downloads with 30,000 active users.
