fed. government doesnt have power to force who those Golden accept or sent .. but the fed. government have power to cut fed. the budget ... dont every time assume the fed government send their army to enforce rule.. fed. government army are only to defend Ethiopia not to subject the state.. i know this because i am expert in law ask the American they will tell u the same the Trump government have no right to send the fed army to TX or NY to subject them...

my reason would be the quality of education the Amhara region have the lowest quality when it come to education so why send their students .. it should not be government job to assigned students ... it should be the students choice where to go yes the government might reserve the spot for ethnic students but they should not force the student to go here or there. the student know which university to go and the university of the choice will be funded according to the number of student this means every university will try to be the best so that they could be elected by students ... if u dont understand what i am saying just like American university first the student choice the university then the university have a choice to accept or reject the student
