Peace Index measures the relative position regional states' peacefulness. The Peace Index ranks 11 states and councils. Based on the Peace Index, Afar and Somali regions to be the most peaceful and stable states, Oromo, Gambella, Benishangul-Gumuz, Harari and Dire Dawa to be the least peaceful. Tigray and Amhara regions rank between medium to high risks.
This means, the only two regions you can live, work, trade and do business without fear because of your ethnic group, faith or nationality are Afar and Somali. Therefore, for security and safety issues, African Union, international and regional organizations as well as business community and investors should move to Afar and Somali regions

1. Tigray region: Medium Risk – because of border issue with Eritrea, also Ginbot 7 and Arena Tigray
2. Afar region: very low risk - most peaceful and stable
3. Amhara region: very low risk - most peaceful and stable
4. Oromo region: medium risk - most peaceful and stable but the problem was fighting between Oromo OLF and OPDO/EPRDF
5. Somali region: high risk - very and most dangerous region – because of military operations by federal army
6. Benishangul-Gumuz region: medium risk

8. Gambella region: high risk - because of mistrust and conflict with highlanders
