To Debub Hizboch: It is very simple to dismantle the "Debub Kilil" each ethnic must talk on the phone & withdrew at once
About 13 ethnics are demanding to be Kilil but why ask someone else when you have the power to dismantle it. Organize by phone at the leadership level and all of you announce your withdrawal from Debub Kilil and rise your flag at your kilil, the game is over. The law allows you to do that and no application or talk or demonstration. Who is going to force you once you announce rather as soon as you announce all ethnic kilils will recognize you except Amhara but do really care for Amhara, the whole struggle by ethnics were against the leech Amhara. Amhara is opposing it because they will be denied their habitual leech and there will not be any blood to drink, let Amhara bleed itself and drink its own blood.

The one man armforce Asamenow TSege was killed and Gebeze Aleqa is gone there is no arm force Amhara to send. Just announce as kilil that is the price to pay in order to be kilil. The one dragging the process are the ethnic leaders themselve than anyone else. BTW, there is no central government at this point to wait and if you request one by one you are asking Abiy army to send and crash you on behalf of Amhara but if all the 13 ethnics announce at once then there will not be any Debub Kilil but many kilil.
