Press Statement:

UNHRC Special Rapporteur in cahoots with subversive groups ... s-release-

In mid-October this year, Eritrea's avowed detractors convened a meeting in Brussels under the rubric of "human rights situation in Eritrea". Principal speakers at the event - which was open to limited and selected invited guests during the first day (October 19th) included the Special Rapporteur on Eritrea (SR) Ms. Sheila Keetharuth; Ms. Mirien v. Reisen (European External Policy Advisor) - who has publicly and vocally opposed Eritrea's independence from the outset - as well as a number of notorious "regime change" activists and their foreign mentors.

The first day's public event, was followed by a closed meeting, that was held on 20th October. The Special Rapporteur participated in the closed meeting too, in particular guiding the special discussion on coordination of all the disjointed "regime-change" activists. Documents and audio recordings obtained of the closed meeting reveal the "six-month plan of action" that this murky group have charted out to advance their elusive agenda of subversion and "regime-change". The main points of this plan of action for the period leading to the upcoming June Report of the SR, include the following actions:-

• Implement the proposal of the SR, on a coordinated campaign to extend the Human Rights Council (HRC) special mandate on the human rights situation in Eritrea

• Accordingly, establish a networking of Eritrean organizations abroad under an umbrella organization, but excluding those sympathetic to the Eritrean Government

• Campaign against Europe's recent policy shift on the political asylum of Eritreans including programmes to contain Eritrean "refugees" in neighboring countries

The Permanent Mission of the State of Eritrea to the UN and other international organizations in Geneva is not perturbed by the nefarious, if inconsequential, schemes that these notorious groups float from time to time. For some of these sell-outs, this has indeed long become a "convenient" way of life, for appropriating funds from certain institutions.

What we find unacceptable, is the deplorable presence and complicity of the Special Rapporteur in this illicit gathering. Her conduct contravenes accepted ethical norms and standards of

" ... discretion, transparency, impartiality and even-handedness ... ",

enshrined in the relevant UN guidelines, that must be strictly observed by experts and special rapporteurs.

This is not indeed the first time, that Mrs Sheila Keetharuth has been found wanting in terms of objectivity, neutrality and professionalism in discharging her duties. The SR has persistently exploited the UN mandate, to mobilize self-described "human rights activists" associated with human traffickers and involved in a declared regime-change agenda.

As we have incessantly clarified, virtually all her annual reports were also culled from the rumblings of these notorious 'regime-change' activists as well as from willfully concocted disinformation provided to her by Ethiopia and Djibouti. Furthermore, she has often doubled as an activist to launch pre-emptive press statements and campaigns of her "unfounded" reports prior to their submission to and discussion by the UNHRC sessions.

This time round, the SR continues to irrevocably cross the red line, to go beyond recycling and varnishing the vitriolic reports of these subversive groups in UNHRC garb to officially behave as one of their active members. The outcry is, however, another desperate effort to solicit support for her forthcoming effort to blackmail the HRC and keep Eritrea under the continued agenda of the HRC and thereby renew the mandate.

The UNHRC and the OHCHR have not heeded our repeated appeals in the past, that drew attention to her inherent bias stemming from her unorthodox association with Eritrea's detractors and arch-enemies. The OHCHR in fact, went out of its way to portray our legitimate concerns as "witch hunting": stating in its press briefing of 21st November this year that,

"Ms Keetharuth has been faithfully carrying out the mandate given to her by the UNHRC, and she should not be subjected to vitriolic personalized attack by Government officials",

The curtains, have now been lifted. Her compromised position is not defensible and cannot be rationalized anymore. As such, the Permanent Mission of Eritrea in Geneva expressly requests, the UNHRC to take swift action without further delay and also reject, her on-going premeditated campaign to continue the special mandate on Eritrea.

The SR's behind the scenes actions and public statements, are about to haunt her ...

Let's see, the Genesis of her appointment ...

It should be recalled that in 2011, there was a document submitted to the UN Human Rights Council by a group called, Jubilee Campaign. As someone who has closely followed anti-Eritrea campaigns by “Christian” groups such as; Strategic World Impact, Voice of the Martyrs, Christian Solidarity Worldwide, Jubilee Campaign, Release International and the many Eritrean surrogates that have mushroomed in cyber space since 2000, it was not hard to guess who was behind it.

Within days of that Jubilee Campaign submission to the UN, the minority regime in Ethiopia was shedding crocodile tears and issuing statements on behalf of the Eritrean people.

The “cut and paste” contents of the 5-page report to the UN, was a continuation of the 12-year long campaign against Eritrea, by Amnesty International and its partners.

Notwithstanding the fact that Jubilee Campaign was in violation of the UN’s own rules and had repeatedly abused its “consultative status”, there was nothing new in the report. The underhandedness and attempt to corrupt the UN process, is evident in its futile attempt to conceal the status of Christian Solidarity Worldwide (CSW).

A “Christian” news outlet, reported on the actions taken by the UN Human Rights Council against the State of Eritrea in 2012, it said:

“…On Friday 6 July, the United Nations Human Rights Council (HRC) adopted its first resolution on Eritrea, approving the mandate for a Special Rapporteur who will report to the HRC and the UN General Assembly, on the human rights situation in Eritrea. This is the result of much work, by a group of NGOs, led by Christian Solidarity Worldwide…The groundbreaking resolution, submitted by Somalia, Nigeria and Djibouti and supported by a number of African and other states, was adopted by consensus at the 20th session of the HRC and was greeted with applause. Elsa Chyrum, Director of Human Rights Concern-Eritrea, thanked all present on behalf of the Eritrean people. This is the first time that African states have spearheaded a resolution on another African state…”

The UN Commission on Human Rights, ought to have used some discretion and due regard to the political implications inherently obvious, in choosing a person with such anti-Eritrea background, to serve as Rapporteur.

A cursory look at her background shows that:

As Director and researcher at Amnesty International (AI), an organization that has been at the center of the 2001-present orchestrated campaigns against Eritrea and its people, she is undoubtedly exposed to the many reports and activities by Amnesty International. In July 2002, Keetharuth joined Amnesty International as a Researcher with the Africa Programme (East Africa Team), based at the organization’s Africa Regional Office in Kampala, Uganda. She was the Interim Head of Office, until December 2005.

The Eritrean Movement for Democracy and Human Rights (EMDHR) in South Africa, met with the UN Special Rapporteur (SR) on the situation of human rights in Eritrea, Ms. Sheila Keetharuth. The meeting took place on 07 November 2013 in Pretoria, South Africa. The EMHDR, whose members include Meron Estefanos, was recruited by Dan Connell and Paulos Tesfagiorgis. They are part of a group of Eritrean students, who were sent to South Africa by the Government and people of Eritrea for further studies but decided not to return, claiming fear of political persecution. They have spent their time in exile, churning out reports on behalf of European and US agencies , vilifying every sector of the Eritrean society and targeting Eritrea’s economy.

Dan Connell said the EMDHR was “really important” and that “it is playing a constructive role in promoting that set of values…via a radio, putting materials on the website, smuggling materials into the country…”

Keetharuth’s relationship with this group goes back to the days when Keetharuth served as Executive Director of the Institute for Human Rights and Development in Africa (IHRDA). Simon Weldehaimanot, a founding member of the EMHDR, was hired as an intern at the IHRDA. According to their site:

“…With the generous support of the International Centre for Transitional Justice (ICTJ) IHRDA hosted in 2008 Simon M Weldehaimanot [Eritrea], who developed and filed the following case…349/07 Simon Weldehaimanot / Eritrea; on the right to free movement, and right of citizens to leave their own country…”

Keetharuth’s association with the African Commission on Human and Peoples’ Rights (ACHPR), is also a matter of public record. It should be recalled that the ACHPR, accepted and rendered on two cases brought before it by members of the Eritrean opposition. The UNHRC resolution mentions the two cases and Keetharuth has clarified that she intends to make Eritrea abide by its decision, which the Government of Eritrea has rejected outright, on procedural and other grounds.

The International Service for Human Rights, recently reported the following statement made by Sheila Keetharuth:

“…In January 2012, the special procedures of both the Human Rights Council and the ACHPR adopted a road map to enhance their collaboration following a meeting in Addis Ababa, Ethiopia. They agreed to regularly and systematically exchange information, consider joint actions including country visits, public statements, press releases, awareness-raising occasions and participate in each other’s events and thematic research. Through attending the ACHPR, my intention is to give effect to this agreement…”

How convenient that just a few months later, she was “appointed” as the Special Rapporteur for Human Rights in Eritrea…

It is therefore a shame, to continue to present Keetharuth as an “independent” Rapporteur, when her past and present activities against the State of Eritrea, show otherwise.

The appointment of the Special Rapporteur on October 2012, was shrouded in secrecy. Circumstantial evidence shows, that the appointment of the Special Rapporteur was pushed by Susan E. Rice, the then US Ambassador to the United Nations and her friends in Ethiopia.

The visit came at a time, when the Somalia Eritrea Monitoring Group (SEMG), announced that it could not find any evidence, to support the allegations of Eritrea’s support for Al Shabbab. The resolution and appointment of Sheila Keetharuth, followed Navi Pillay’s (Boss at the United Nations High Commissioner for Human Rights), visit to New York and the meeting with Susan E. Rice in May 2012.

Upon her return to Geneva on 18 June 2012, the Center for Human Rights announced the following:

“…The Centre for Human Rights is pleased to announce, that Ms Sheila B. Keetharuth, was appointed as the UN Special Rapporteur on the situation of human rights in Eritrea…Ms Keetharuth is a doctoral candidate at the International Development Law Unit, based at the Centre for Human Rights, University of Pretoria…”

Christian Solidarity Worldwide (CSW), which has no presence in Eritrea, but worked closely with Eritrean surrogates said:

“…this is an amazing proof, of our advocacy bearing fruit! The landmark UN resolution is the result of many years of work by CSW, presenting compelling evidence to persuade the UN that the way human rights are violated in Eritrea is utterly horrific, and must be investigated…This resolution is the culmination of years of raising religious freedom and human rights at the UN, campaigning and prayer. It finally came after a rollercoaster two weeks of intense lobbying and negotiations in Geneva earlier this month and means that a Special Rapporteur will be appointed to investigate and monitor human rights in the country…”

A 2009 US Embassy cable, is telling of the modus operandi used by Susan Rice and Navi Pillay to advance political agendas, using human rights as a pretext - it also shows the close relationship, between the Commissioner and the US Mission. The cable says:

“…Ambassador Rice met June 23 @USUN with UN High Commissioner for Human Rights Navi Pillay… Pillay praised the very quiet and effective work of the U.S. charge in Geneva, in helping secure passage of the Sudan resolution…Ambassador Rice suggested, that the U.S. should be pushing the EU to do more. Pillay concurred, “especially on principles” and country‐specific issues… Pillay believes that breaking up the solidarity of the regional groups is one key to success. There is a feeling that these divisions are important, while they are not…”

It is not, therefore, by coincidence that Sheila Keetharuth was appointed Special Rapporteur for Eritrea… as the Government of Eritrea has been her target for quite some time, and the UN Human Rights Council served as a means to achieving the goals of her sponsors.

Her background and activities against the Government of Eritrea, on behalf of known anti-Eritrea political groups and individuals, is a matter of public record. Her past and present entanglements with anti-Eritrea elements, are obviously influencing her judgment.

The question after all this is: what if the UNHRC, ignored the Eritrean gov't urgent demand to remove Sheila Keetharuth from her current controversial SR position? What is our leverage, besides making all future relations and cooperation with the United Nations High Commissioner for Human Rights, conditional, to the removal of this leach?
