Ethiopia national identity never really happened existed it was a creation of Amhara feudal lord . Hence the gallas didn’t even subscribe to it . I have yet to see any gambellans refusing to identify with Ethiopia, somalis I can understand, but the truth is, I have seen and heard a lot who do not mind a federal Ethiopia, that gives them and others autonomy.
If there were a genuine desire to secede, we'd see them waging wars by now. Also, the OLF who was a member of the TGE in the 1990s played a huge role in making the current federal arrangement as well; a minority group, the tigrayans even in spite of the tplf being the 2nd strongest armed group (after shabia), would not have been able to implement it anyways without cooperation from the two giants of Ethiopia, Oromo fi Amara.
