Abu Dhabi: Saqr Ghobash, Speaker of the Federal National Council (FNC), held discussions with Dileita Mohamed Dileita, Speaker of the National Assembly of Djibouti, focusing on enhancing parliamentary diplomacy through increased cooperation and consultation on issues of mutual interest. The meeting, held at the FNC’s headquarters in Abu Dhabi, aimed to strengthen the collaboration between the UAE and Djibouti across various fields.

Maryam Majid bin Theneya, Second Deputy Speaker of the FNC, and several other FNC members were also present at the meeting. During the discussions, Saqr Ghobash welcomed the Djiboutian delegation and emphasised the strong bilateral relations between the UAE and Djibouti, which are grounded in mutual respect and joint action on regional and international matters.


Ghobash highlighted the commitment of the UAE’s leadership to further developing these relations to achieve the developmental goals of both nations, bringing prosperity to their peoples. He underscored the FNC’s dedication to fostering communication and cooperation with global parliaments and parliamentary organisations, recognising the critical role of parliaments in representing their citizens.

The talks also focused on the importance of unifying positions and approaches in regional and international forums, as well as exchanging parliamentary knowledge and experiences. Dileita Mohamed Dileita echoed the significance of the relationship between the two countries and stressed the need for strengthened cooperation, particularly in parliamentary affairs, which play a vital role in promoting cultural dialogue.

US has cut millions in security and military assistance to war-torn landlocked Ethiopia and redirected all aid to Somalia's defense forces.




Let me state unequivocally the United States supports Somalia's territorial sovereignty, integrity and unity, and we have made that very clear.

The United States of America has suspended security assistance and military cooperation with war-torn Ethiopia and redirected aid to Somalia's defense forces and China isn't really interested in developing military cooperation with war-torn Ethiopia, which is the most populous landlocked country in the world, China is very interested in countries with strategic location and coastline such as Somalia, Tanzania and Mozambique not war-torn Ethiopia.

Chinese investors shift focus to neighboring countries amid challenges in Ethiopia

Chinese investors, who have significantly contributed to Ethiopia’s economy with investments totaling approximately $5 billion across more than 2,000 projects, are increasingly relocating their operations to neighboring countries such as Kenya, Uganda, and Tanzania. This trend is attributed to a multitude of challenges that have arisen in Ethiopia, prompting concerns from both the Chinese Embassy and local officials about the implications for the country’s economic development.

As of May 2024, Chinese enterprises have created around 610,000 job opportunities in Ethiopia, playing an irreplaceable role in the nation’s modernization efforts. However, the representative from the Chinese Embassy in Ethiopia expressed alarm over the recent shift in investment patterns. “For many reasons, Chinese investors have turned their business in Ethiopia to neighboring countries,” the representative stated. “This is a great concern not only for the embassy but also for the country, because our mission is to facilitate cooperation between the two countries.”





Hanna Arayaselassie, Commissioner of the Ethiopian Investment Commission (EIC), acknowledged these challenges during the second Ethio-China Friendship Cooperation Forum held two months back. She noted that efforts to strengthen trade and investment partnerships between Ethiopia and China are yielding tangible results. Despite this optimism, many investors remain apprehensive about the current business climate.

Andy Wu, a representative of Chinese investors in Ethiopia, highlighted several pressing issues affecting their operations. “Currently, Ethiopia faces significant challenges,” he said. “The security crisis, hard-currency shortages, and narrowing marketing opportunities are major concerns.” He further elaborated on the tax challenges that investors encounter: “We always face headaches with the customs bureau. Once production arrives, customers are often not happy or excited; it’s only complaints.”

The broader context reveals that international trade is also being hindered by various complex factors. The ongoing security crisis has led to increased difficulties in international ocean freight and logistics, further complicating the investment landscape for foreign businesses.

Despite these hurdles, Wu emphasized the importance of fostering understanding between Chinese investors and Ethiopian stakeholders. “We want Ethiopians—not only the government but also scholars and the general public—to understand our business mindset and recognize what we bring to Ethiopia,” he stated.

While some Chinese businesses continue to operate in Ethiopia, they face an increasingly uncertain environment. The Ethiopian government must prioritize addressing these investment-related issues to retain Chinese interests and bolster economic growth. Currently, Chinese investments represent a significant portion of foreign direct investment (FDI) in Ethiopia—more than any other country—followed by Saudi Arabia and Turkey.

The ongoing insecurity and political instability stemming from ethnic conflicts have adversely affected investment sentiment. The conflict in northern Ethiopia that ended in November 2022 and ongoing violence in regions like Oromia and Amhara have led to a decline in foreign direct investment.

While Chinese investors have played a vital role in Ethiopia’s economic development over the past few decades, their recent shift toward neighboring countries underscores significant challenges that must be addressed. By prioritizing security, easing bureaucratic hurdles, and fostering open communication with foreign investors, Ethiopia can work towards creating a more stable and attractive investment climate that benefits both local communities and international partners alike.

Ethiopia: Mass arbitrary detentions in Amhara region deepen erosion of rule of law

Responding to reports of the ongoing arbitrary detention of hundreds of people, including members of the academic community, in major towns across Ethiopia’s Amhara region since 28 September 2024, Amnesty International’s Regional Director for East and Southern Africa, Tigere Chagutah, said:

“The Ethiopian army and police’s ongoing campaign of arbitrary mass detentions in Amhara region is yet more evidence of the government’s total disregard for the rule of law. Eyewitnesses have stated that authorities came with a “list” and failed to obtain arrest and search warrants before detaining hundreds of civilians across the region. Those detained have largely not been brought before a court of law within 48 hours, as required by the country’s national laws and constitution.”

The Ethiopian army and police’s ongoing campaign of arbitrary mass detentions in Amhara region is yet more evidence of the government’s total disregard for the rule of law.

“Ethiopian authorities must immediately end these arbitrary arrests, press charges against those detained for internationally recognized crimes and follow due process, or release them without further delay. It is time for the authorities to stop using arbitrary detention as a tool of repression”.

Background

In recent months, Amnesty International has documented harassment, intimidation, and relentless attacks on journalists and human rights defenders by Ethiopian authorities, driving many into exile. This exodus of critical voices has severely diminished reporting and documentation of ongoing human rights violations, particularly in conflict-affected areas like the Amhara region.

These latest arbitrary arrests of academics and civil servants risk further eroding freedom of expression. Reports indicate that members of the academic community at federal universities in the Amhara region are among those arrested. Witnesses also told Amnesty International that some arrests were made late at night, including by members of the army.

Over 60 civilians killed in drone attack in Gondar

According to Ethiopian Media Service (EMS) – at least 50 civilians are dead and injured after the defense force carried out a strike in the Belesa area of central Gondar. The incident occurred on Friday morning. Different locations were targeted in the attack.

Another strike near Abraha Jira – further north- has killed 10 civilians.

More than 40 Ethiopian nationals who were allegedly being kept against their will at a house in Buccleuch, Sandton, were willingly smuggled into the country for job opportunities.

This is according to Hawks spokesperson Capt Lloyd Ramovha who said the men were kept inside the house against their will, and their family members who are in SA were being contacted to release them at a fee.

He said the men lived in dire conditions inside the house.

Sowetan understands a large group of men had managed to break out from the house while others remained locked in rooms.


An incident report from a security company, which Sowetan has seen, said the men had been deprived of food and clothing and had told officers that the number of those who had escaped was 72.

However, officers managed to track down about 47 of them.

War-torn Ethiopia : 13 farmers killed in fresh drone strike in Gojjam

At least 13 farmers are reportedly killed in a fresh drone attack in Gojjam. It occurred on Tuesday in the morning in Enarje Enawga district, Felege Berhan town, according to an Ethiopian Media Services(EMS) report.

The target of the attack was Gubae Mariam Elementary school. According to the source, there were five rounds of strikes.

Fano Yohannes Alemayehu, deputy public relation of Gojjam Fano forces, has confirmed the attack to EMS. He added that one of the victims was a fano member who was in the area for work.

Chinese PLA Support Base in Djibouti holds training with Djiboutian army

The Chinese PLA support base in Djibouti carries out a three-day joint training of "Cooperation-2024.10. FAD" with the Djiboutian army from October 26th to 28th, 2024. The training, themed on "joint anti-terrorism military operation", consisted of land phase and sea phase, and involved more than 300 soldiers, five boats, and 40 armored vehicles, artilleries, logistic vehicles. Both sides' participants conducted such training subjects as fire strike, armed escort, and counter-piracy.

President Hassan Sheikh Mohamud Arrives in Berlin, Germany

President of the Federal Government of Somalia, Hassan Sh. Mohamud has arrived in Berlin, the capital of Germany after receiving an official invitation from his counterpart, Olaf Scholz ahead of high level conference on Africa’s trade and investment opportunities.

The President will meet with Chancellor Olaf Scholz to discuss strengthening Somalia-Germany relations—revitalizing vocational training, bolstering security, and expanding cooperation. During his visit, President Hassan Sheikh will also address the Germany-Africa Investment Summit to advance Somalia’s growth and development.

43 civilians reportedly killed as drone strikes worsens in Amhara region

This was one of viral images on social media when radical ethnic Oromo gunmen were massacring ethnic Amhara in Wollega area Oromia, West Ethiopia. Some have lost their entire family members.


At least 43 civilians are reportedly killed in the latest string of drone strike in the Amhara region of Ethiopia.

Activists with links to the Amhara region of Ethiopia on Tuesday reported the incident occurred in the South Achefer area of Gojjam. Details of the attack are not available at this time. However, graphic images purportedly showing bodies of the victims from the attack are circulating on social media.

Ethiopia Media Service (EMS) has reported it has received information about the attack. However, it did not share more details about it.

Similar drone strikes are reported in North Shoa, Debre Berhan area.

On Monday government forces carried out a drone strike in Basosa area – which is about 22 kilometers from Debre Berhan Town. It occurred around 3 p.m. local time. According to EMS, a residential home was damaged in the attack and one civilian was killed.

In Angolala area, also close to Debre Berhan, Sholamba Primary School was hit. A Fano Abdela Indris, one of the leaders of Fano forces in Shoa, has confirmed that one civilian who was near the school was killed in the attack.

The leader also told EMS that the government has banned the distribution of medical supplies including drugs to the areas that are under the control of Fano forces. In his latest interview with Anchor Media, Fano Abdela Indris said about 50 percent of Kebeles near Debre Berhan are under the control of Fano forces.
