Abiy barks at tplf to no hold a summit,but no bite after tplf ignored him, why? It clear now Shabia Shabia supported tplf can make it to arat kilo in two weeks… will history repeat?

Even if shabia supports tplf, without support in amara and Oromia; it wouldn't work. Tplf would never be able to secure control.
That's why they needed ANDM and OPDO to establish control over Ethiopia after the derg, despite the military strength of the combined tplf and shabia. They're still a minority in ethiopia and that comes with weaknesses. When the tplf led eprdf expanded outside of tigray, with help from shabia, it received the support of the amara masses, then oromos too, who welcomed anything that would kick out the derg.
Shabia also, cannot occupy ethiopia unless it wants to turn millions of Ethiopians into guerrillas who would inevitably win and force shabia back to eritrea.
Abiy definitely was bluffing though and debresion called it. Abiys in no position to start another war and we all know it.
