Ethiopia and the breakaway region of Somalia could well translate their MoU into an agreement at anytime. Ethiopia could recognise the enclave in question, and the latter could tell Ethiopia that it had given /leased such an area. No problem at all. It shouldn't even have taken them so long to do so.

But guess what - it ends there, as Ethiopia won't have the balls to enter this enclave and start building a port or a navy or both.

It's not about making the MoU an agreement. It's rather materialising what the agreement would stipulate and eventuate the expected final objectives.

In layman's terms, this petition asking to recognise Somaliland as an independent state was created. In the UK, after a petition succeeds to gather 10,000 signatures, the petition gets a response from the government, and if it gets 100,000 signatures, the petition is considered for debate in Parliament. Since it only got 12,684 signatures, the petition failed to reach the parliament. But since it reached over the 10.000, it got a response from the government, and the response was this:

The UK - in line with the rest of the international community - does not recognise Somaliland as an independent state. We firmly believe that it is for Somaliland and the Federal Government of Somalia to decide their future.

Please note, the British doesn't say, it's between Somaliland and Somalia to decide their future, but Somaliland and the Federal Government of Somalia.
