ኢትዮጵያ፣ ግብፅ እና ሱዳን በግድቡ የመጀመሪያ ሙሌት ቴክኒካዊ ጉዳዮች እና በግድቡ ዓመታዊ አሠራር ላይ ድርድር አካሂደዋል።

ኢትዮጵያ፣ ግብፅ እና ሱዳን በሕዳሴው ግድብ ላይ እያካሄዱት ባለው ድርድር በዋና ዋና ጉዳዮች ላይ ውይይት አድርገዋል፡፡

የታላቁ የኢትዮጵያ ሕዳሴ ግድብ የመጀመሪያ ዙር ሙሌት እና የግድቡ ዓመታዊ አሠራር መመሪያዎች እና ሕጎች ላይ በማተኮር እየተካሄደ ያለው የኢትዮጵያ፣ የግብፅ እና የሱዳን የሦስትዮሽ ውይይት ለአምስተኛ ቀን ቀጥሎ ሰኞ ዕለትም ታዛቢዎች በተገኙበት በቪዲዮ ኮንፈረንስ ተካሂዷል።

በግብፅ ሊቀመንበርነት በተመራው በዚሁ ውይይት ላይ ሦስቱ ሀገራት በግድቡ የመጀመሪያ ሙሌት ቴክኒካዊ ጉዳዮች እና በግድቡ ዓመታዊ አሠራር ላይ ድርድር አካሂደዋል።

በባለፉት የውይይት ቀናት የመጀመሪያ ደረጃ ሙሌት ሕጎች እና መመሪያዎች፣ የውኃው ተፈጥሮአዊ ፍሰት ሁኔታ፣ በድርቅ ጊዜ መከተል ስለሚገባቸው ሕጎች፣ የግድቡ ደህንነት ሕጎች፣ የአካባቢያዊ እና ማኅበራዊ ተፅዕኖ ግምገማ ጥናቶች እንዲሁም መመሪያዎቹ እና ሕጎቹ ወደ ተፈፃሚነት የሚገቡበት ሁኔታዎች ላይ ሦስቱ ሀገራት ወደ መግባባት የደረሱባቸው ጉዳዮች እንደነበሩ ተገልጿል፡፡

የሰኞ ዕለቱ ድርድር ዋነኛ ትኩረት የነበረው በድርቅ ጊዜ የውኃ ሙሌት እና አለቃቀቅ ላይ መሆኑ ተገልጿል።

ኢትዮጵያ የታላቁ የሕዳሴ ግድብ ሥራው መቀጠል ያለበት መሆኑን በመግለጽ በሂደቱ ውስጥ ለሚከሰት ድርቅ ሦስቱም ሀገራት በጋራ ኃላፊነት የሚወስዱበትን አካሄድ መከተል አስፈላጊ መሆኑን እንዳሰመረችበት ተመልክቷል።

ድርድሩ ዛሬም የሚቀጥል ሲሆን የሕግ ቡድኖች በነገው ዕለት ዋና ዋና በሚባሉ የሕግ ጉዳዮች ላይ የሚወያዩ ይሆናል።

የሦስትዮሽ ድርድሩም በኢትዮጵያ ሊቀመንበርነት የሚቀጥል እንደሆነ ከውኃ መስኖ እና ኢነርጂ ሚኒስቴር ያገኘነው መረጃ ያመለክታል።

Addis Ababa (15 June 2020): The tripartite negotiation between Ethiopia, Egypt and Sudan on the Guidelines and Rules for the first filling and annual operation of the GERD continued for the fifth day on Monday, 15 June 2020, via video-conference in the presence of the observers.

Under the Chairmanship of Egypt, the three countries negotiated on technical issues on the first filling and annual operation of the GERD.

The Chair of the previous day meeting recapped the issues on which convergence is reached, including the rules on the first stage filling, volume of environmental flow, guidelines for first stage filling, the drought management rules, rules on dam safety, environmental and social impact assessment studies, and entry into force of the Guidelines and Rules.

Today’s negotiation mainly focused on discussions on drought management rules during the filling and operation of the GERD. Ethiopia underlined the need to follow an approach that ensures the joint responsibility of the three countries in the incidence of drought while preserving the optimal operation of the GERD.

The negotiation will reconvene on Tuesday 16 June 2020. The legal teams will convene earlier tomorrow to tackle the predominantly legal issues and the trilateral meeting will follow with the chairmanship of Ethiopia.
