A Political system Is considered good: (PP. 37-38)

1. If it delivers public good and services

2. If it delivers quality public goods and services effectively and efficiently

3. If it fairly distributes public goods and services

4. If it is free from corruption

5. If it provides a fair and equitable revenue generation mechanism (note EFFORT not paying tax)

6. If it provides justice

7. If it protects Individual rights

8. If it creates conducive environment for private agents (individuals and groups) to work and flourish

These are the core 8 measures that differentiate good government from bad, good system from bad. The political order under Woyane fails 100% on all of the 7 elements (2-7) with some primitive governmental function under the general measure #1.

In other words we live under 95% non-functioning bad political order. Is it wonder that Ethiopia has no water, bread, light and aspirin.

No, they are not. I will keep this civil so I am going ignore your ignorance. Here is why you are wrong.


1. If it delivers public good and services. This is the general function the political system. You need to read the book or study political science to know the difference between individuals, voluntary groups or association and the public.

2. If it delivers quality public goods and services effectively and efficiently. Read carefully. This is about the quality of goods and services. For example unsafe water supply is bad quality as opposed clean drinking water supply. #2 is also about EFFECTIVENESS AND EFFICIENCY. Do you knoow the meaning of these terms. Read the book of the justice system -how in efficient and ineffective it is. Effective means that the thing does what it is suppose to do. Efficient means it is delivered on time with least cost. So buddy, before you open your mouth learn a little bit of economics, economic behavior, behavioral economics and game theory.

3. If it fairly distributes public goods and services - No. Delivery of services, effectiveness and efficiency is not fairness. Fairness is the foundation of jurisprudence, it is equitability. In a city where every body pays taxes and where Woyanes get all the goods and services while non-woyanes get none- this a question of fairness. Kubish!!!

4. If it is free from corruption - No corruption is when people people take gubo and buy the law and abuse public stuff for their personal gain. When Woyane official sells his office to ger rich that is corruption.

5. If it provides a fair and equitable revenue generation mechanism (note EFFORT not paying tax) - and it is different from equitable revenue generation or tax collection. Woyane EFFORt makes the most money but pays less tax in proprtion to its income. That is what the Doctor is talking about. You have even grasped what he is talking about

6. If it provides justice - you need to read chapter one of the book to grasp 6,7, 8.. The provision of justice about the legal system, independent judiciary, efficient and timely delivery of justice and adeherence to the law -

7. If it protects Individual rights - the protection of the person and rights of citizines is about the courts it is about the police, security, and armed forces of the nation. Thir job is not to abuse the person and rights ot citizens but to protect them from internal and external harm.

8. If it creates conducive environment for private agents (individuals and groups) to work and flourish - of course if you live in America, you have heard about equal opportunity and level play gound and citizen friendly national environment for its self-driving individuals and groups.

So boddy, you were wornd 8 out of 8. but my advise is don't close you mind. Learn. Don't worry about if Dr. Berhanu is an educated person or not. That is for his medical doctor wife to worry about! You make sure that you know what you are talking about. Peace!
