Ambassador Massinga Travels to Somali Region, Meets with Somali Regional President and Visits U.S Partnerships in the Region

Jigjiga, February 1, 2024 – Ambassador Ervin Massinga, the United States Ambassador to Ethiopia, visited Jigjiga Somali region to meet with Somali Regional President H.E. Mustafe Omer. Ambassador Massinga discussed U.S engagement in the region with the Regional President.

The Ambassador also met with Jigjiga University President Dr. Beshir Abdulahi. At the university, he discussed the Michigan State University joint program which has developed an agricultural curriculum to improve livestock nutrition in Ethiopia’s lowland pastoral and agro-pastoral systems.

At the University, the Ambassador also met with English Access Language Micro-Scholarship students, where he discussed his diplomatic journey. English Access provides two years of extracurricular English language instruction for students from local communities.

Ambassador Massinga attended the Cheetah Conservation Workshop and delivered remarks highlighting shared goals that promote cheetah conservation, organized by Colorado State University. The workshop is part of a three-year project initiated in January 2023 titled “Cheetah Trafficking: An Adaptive Management Strategy for Building Regional and National Capacity in the Horn of Africa.”

The People's Republic of China is planning to build a new embassy in Mogadishu.






The government of Somalia has allocated additional land to the People's Republic of China for the construction of a new and larger embassy in Mogadishu with various departments and services, The new embassy office complex will provide an ideal working environment for Chinese diplomats and other staff, as well as offering a modern facility to people visiting the embassy and to serve as a platform for further enhancing cooperation and communication between Somalia and China, The ceremony, held on February 27, 2024, showcased the deepening diplomatic and economic ties between the two nations.

Chen Wendi, Chargé d'Affaires of the Chinese Embassy in Mogadishu, expressed his gratitude and noted the significance of the additional land in enabling the embassy to expand its operations and better serve both nations.

ISTANBUL, March 7 (Reuters) - Turkey signed an offshore oil and natural gas cooperation deal with Somalia on Thursday, the Turkish Energy Ministry said, further strengthening bilateral ties after agreeing a defence deal last month.

The energy ministry said the deal, which it described as an inter-governmental agreement, includes exploration, evaluation, development and production of oil in Somalia's land and sea blocks.

"With this agreement, we will carry out joint activities to bring the resources of Somalia to the Somali people. We aim to strengthen Turkey's presence in the Horn of Africa with new collaborations in the field of energy," Energy Minister Alparslan Bayraktar said on social media platform X.

"Oil and natural gas exploration offshore of Somalia, and it looks more like oil for now, will start very soon in the areas we have identified. We will maybe send our seismic (exploration) vessel there in the first phase," he said separately in a panel, without elaborating.

The deal includes transportation, distribution, refining, sales and services operations of oil and other products from land and sea projects, the ministry also said.

Turkey has become a close ally of the Somali government. It has built schools, hospitals and infrastructure and provided scholarships for Somalis to study in Turkey.

In 2017, Turkey opened its biggest overseas military base in Mogadishu. Turkey also provides training to Somali military and police.
In February, Turkey signed a defence and economic cooperation agreement with Somalia and will provide maritime security support to help the African country defend its territorial waters.

Albayrak said Turkey was also interested in oil and gas exploration with Libya. In 2022, Ankara signed a deal similar to Thursday's accord with Somalia with Libya's internationally-recognised government in Tripoli.

"We are interested in offshore Libya, our interest in some areas on land continues. But Somalia is an exploration operation that we are especially considering on the sea," he added.

Somalia's Parliament Approves Historic Constitutional Amendments




March 30, 2024


WASHINGTON — Somalia changed its constitution Saturday during a parliamentary vote that, among other things, gives the country’s president the power to appoint and dismiss a prime minister.

After weeks of intense debate, Somalia's bicameral federal parliament approved amendments to the first four chapters in the country's provisional constitution.

In a joint session in Mogadishu, lawmakers voted on each chapter individually before casting votes on the overall amendments proposed by the Independent Constitutional Review and Implementation Commission, or ICRIC.

The speaker of the Lower House, Sheikh Adan Mohamed Nur Madobe, announced a significant majority of members were in favor of amending the constitution.

“A total of 212 members of the Lower House and 42 members of the Upper House supported the amendments, with no abstentions or rejections. Therefore, the amendment has been approved with a unanimous vote,” said Madobe.

Hussein Idow, chairperson of the Constitutional Review Committee, said that three proposed provisions in a draft related to religion would get further review.

“This decision of the postponement of the religion provisions aims to ensure that these provisions align with the principles and values of the Somali people,” he said.

“This provisional constitution has been under review for nearly a decade. From 2012, three parliaments have tried to amend it, but the efforts to finalize the review gained momentum in late 2023. Thanks to the 11th parliament of Somalia for daring to conduct the amendment,” said Idow.

One key provision in the approved draft establishes that Somalia will have a president and a prime minister. The president will hold the authority to appoint and remove the prime minister from office, an amendment that replaces the previous requirement for the prime minister to obtain a vote of confidence from parliament and allowing more flexibility in the executive branch.

The recent visit of Somalia's President, Hassan Sheikh Mohamud, to the Kingdom of Saudi Arabia, upon the invitation of King Salman bin Abdulaziz Al-Saud, has marked a significant step in strengthening the ties between the two nations. The leaders engaged in comprehensive discussions on enhancing bilateral relations, with a keen focus on economic, trade, and investment opportunities. This meeting underscores the mutual interest in leveraging Saudi Arabia's Vision 2030 to foster growth in key sectors such as agriculture, livestock, fisheries, transportation, and logistics services.


Regional issues were not left untouched; the leaders expressed their deep concern over the humanitarian crisis in Gaza. They advocated for an end to military operations and stressed the importance of protecting civilians and facilitating humanitarian aid. The discussions extended to Yemen and Sudan, where support for political solutions and dialogue was emphasized. The importance of maintaining security and stability in the Red Sea region and ensuring freedom of navigation was also highlighted.

II. FOSTERING PARTNERSHIP WITH THE MEDITERRANEAN AND AFRICA

We will continue to deepen the partnership with African countries and regional organizations, including the African union (AU). We welcome the AU participation in the G20 as a permanent member and reiterate our support for the G20 Compact with Africa. The G7-Africa partnership is guided by the objectives of the AU Agenda 2063, the 2030 Agenda for Sustainable Development and the Paris Agreement.



3. Horn of Africa

We reaffirm our strong commitment to promoting peace, security, and stability in the Horn of Africa. We continue to provide humanitarian support to those most affected by food insecurity, widespread poverty, armed violence, the impact of extreme weather events and displacement.

We express our concern regarding the Memorandum of Understanding between Ethiopia and the Somaliland region of Somalia announced in January 2024. We encourage both the Ethiopian and the Federal Government of Somalia to keep all channels of dialogue open to prevent further escalation, working with regional partners, in the framework of the African Union and through bilateral contacts, in accordance with international law and the principles of sovereignty and territorial integrity as enshrined in the UN Charter.

4. Somalia

We commend the important progress in the institutional, macroeconomic and security sector in Somalia. We encourage the Somali Authorities to continue to make meaningful progress in the fight against Al Shabaab and in the consolidation of the institutional framework, including completion of a transparent and inclusive constitutional reform process.

The process of transitioning security responsibilities to the Somali security forces needs to be closely followed, especially in view of the termination of the mandate of the African Union Transitional Mission (ATMIS) in Somalia at the end of 2024. We welcome planning underway by Somalia and the African Union for a multinational mission to follow ATMIS to help maintain stability while Somalia continues to develop its security capabilities.

5. Ethiopia

While we welcome developments in the implementation of the cessation of hostilities agreement between the Government of Ethiopia and the Tigray People’s Liberation Front, we express concern for the persistent and violent tensions in many areas of the country, as well as reports of human rights violations and abuses, the severe economic crisis and widening food insecurity

We encourage further and lasting developments in the protection of human rights, protection of civilians, political dialogue to resolve tensions, reconciliation and national dialogue, transitional justice and accountability for crimes committed during the conflict.

We call for a similar commitment by those involved in conflicts in other regions of Ethiopia to pursue peace through dialogue.

We underscore the importance of delivering peace dividend quickly for conflict-affected populations through recovery and reconstruction support, disarmament, demobilization, and reintegration of ex-combatants, and implementation of durable solutions for Internally Displaced People (IDPs).

The U.S. Naval Facilities Engineering Systems Command (NAVFAC) Europe Africa Central (EURAFCENT) has awarded a significant $25 million construction contract to five Djiboutian companies. This contract, part of the broader “Africa First” initiative, underscores the commitment of the United States to fostering economic growth and stability in Djibouti.

The contract, which commenced in early April, will enhance infrastructure at Camp Lemonnier and other Department of Defense installations within Djibouti.

“More than 21 years ago, the partnership between the United States and Djibouti at Camp Lemonnier began,” said U.S. Navy Capt. Eilis Cancel, commanding officer of Camp Lemonnier, an operational installation that supports U.S., allied and partner nation forces ensuring security and stability in the Horn of Africa.

The contract was awarded under the so called “Africa First” legislation enacted by the U.S. Congress. The legislation, stemming from the National Defense Authorization Act, has played a pivotal role in ensuring that local firms are given priority in such contracts, fostering job creation and business growth within the community. Africa First gives the Department of Defense the ability to provide procurement preferences to qualifying local companies. Using the Africa First legislation and its implementing regulations, NAVFAC was able to limit competition to Djiboutian companies.

Paul Heavey, a NAVFAC EURAFCENT contracting officer, highlighted the efficiency of this approach: “MACC contracts enable the pre-qualification of contractors based on their performance, experience, capability, and safety. This approach not only streamlines the process but also saves both the command and the government valuable time and resources.”

The awarded companies include:
  • Prime Projects International, LLC
  • Cosmezz S.A.R.L.
  • Mapi Construction S.A.R.L.
  • SpendSmart Group, LLC
  • Tremco, LLC
These firms will undertake critical projects ranging from the renovation of facilities to the construction of new infrastructure, directly benefiting the economic landscape of Djibouti. The initial task awarded to Prime Projects involves upgrading water purification systems at Camp Lemonnier.

Capt. Rafael Miranda, commanding officer of NAVFAC Europe Africa Central, praised the local contracting teams for their exceptional work and the positive impact of such collaborations. “Echoing the success of previous contracts with Djiboutian companies, this MACC broadens their access to markets and encourages growth among local enterprises, providing direct benefits to the economy of Djibouti.”
